MS4 Resource Reminder

Happy New Year! We want to remind everyone that UConn CLEAR is here to assist with your MS4 compliance, both in providing resources to use and acting as a go-to for any questions or issues you may run into. After reviewing the 2021 annual reports, we want to point out some resources that may be helpful for you in common areas that still need compliance. This week – Minimum Control Measure 3: Illicit Discharge Detection and Elimination:

    • IDDE Written Program Template
      • This template, created by Fuss & O’Neil, does all the hard work for you. It is a completed written program that allows you to insert your municipality’s applicable information. It covers legal authority, citizen reporting for illegal discharges, mapping, SSO inventory, catchment investigations, and more.
    • IDDE Legal Authority
        • The linked template is an example IDDE legal authority that once again allows you to insert your municipality’s applicable information. And just to make sure you’ve covered all your bases, here’s a list of all the IDDE elements your legal authority should cover. As a reminder, Sec. 7-148 of the General Statutes provides a broad scope of municipal authority which individual cities and towns can use to craft and enact their own specific ordinances or other legal authority to comply with the MS4 Permit in accordance with their municipal charters.       • Manhole Inspection Form
          • This form, also created by Fuss & O’Neil, can be used to keep track of your findings for your dry weather key junction manhole investigations.
